Needing a CSS code

just need a simple css code made for me

font colour: green (#00cc00)
bg colour: black (#000000)

scroll bar colours: black backing, green outline and green arrow buttons

plus ill need the code to use it on a page, the < css=filename.css > or something like that, did have one myself but I cant seem to find the file.

No I couldnt, thats why I posted here asking for one, I havent done much coding for years now so ive forgotten most of it.
