CMS such as Joomla (like Jamesy said the one that Habbox uses), Droopal, or Mambo are good multi-purpose management systems that makes it really easy to manage your whole site.

Joomla is a CMS, this means you make your website with Joomla intergrated into it, so you can add news articles etc.

If you are looking how to design layouts or to make simple website pages you should use Dreamweaver.
