Ipb Upgrade problems

ok so i upgraded my ipb today. but on the forum index ect..
it says:

it should say Powered By IP.Board 2.3.1 © 2007 IPS, Inc.

it says the rite version number in the admin panel, and the upgrade script was done rite.

Have you clicked the link under the red upgrade available button in acp to tell them youve installed it?

theres not a button in my acp. We modded our acp and removed unnessacery features like:
Latest IPS News,Latest IPS Blogs,IP.Board Bulletin among other things. would it have appeared in one of those?

can't edit. i got the link to the banner you were talking about and clicked the got upgrade thing. didn't change it.
