Under my habbo name they'll be a option like 'message'
and you dont have to be on there console to message him.
But in your moto/preferences there can be a option where you can tick if you want it disabling.
It's a good way to meet new people.
That would be really annoying.
And the whole point of a friends list is a list for friends. Not some random people :S
