and you dont have to be on there console to message him.
But in your moto/preferences there can be a option where you can tick if you want it disabling.

the idea of the console is to prevent people that don't know you from contacting you which i why i don't like this idea...

i suppose there could be an option to disable the message command but it would also mean, if it was on, that absolutely anybody could contact you which is a bit risky. i doubt habbo will ever implement this.
