Cybermen and Daleks combined: Well, on the last episode of the previous series the cybermen offered to work with the Daleks. Maybe they have combined technology to make some sort of.. Cyber dalek?
Timelords: Maybe they are the spirit of Timelords saved from the time war? Maybe the timelords knew both races were going to be destroyed and saved a few timelords in those balls (maybe they are void ships with bigger insides like the TARDIS) and sent them into the void to be saved in hopes it would open?

If they are Timelords, I doubt he will choose them over humans. I mean, they have turned evil and the Master has captured him, so I think right now he is on the human's side, because the toclafane want to kill him. I think he likes humans better :)
