I think it should only be people who got all the badges that should get the reward, but I did miss one so in a way I'm glad (A):P.

No, you can't go back and get anymore. When you get to the final room, the final quests ask you to wear each badge, and tells you in which order to do it.

It's like habbos just giving away badges now, I missed a few so that puts me out, got board tryin to get them tbh and prob wasn't even worth it lol,
