I disagree with that, it is a staff area. It shows those who come into the help desk who is staff. They then know who to ask and who will (or should) offer them help. If the 'vip area' as you put it wasn't there, then they wouldn't know who to ask, and may not want to ask a question.

This is really true too, I mean they're acting like it's a real life thing. In real help desks/centres you don't have bans or warnings. It's for help issues, which is when I user comes in asking for help. Not for someone to come in and be rude. If they are rude, they'll get over it? It's like ******* prison.
I'm guessing you mean read the stickys with the info on them, and if so:
Lets say a new user comes in the help desk, but there's no staff area. How will they know to read the stickys, and more importantly, how will they know who to go to for help? Its likely that they won't.
The staff area simply defines who is staff and who isn't, its so much easier for there to be a staff area than not.
