Well it's not like even the expert or whatever he is in the article was necessary for us to work out that there is a slim possibility :P
Everything other than GTA, GTA II, GTA III and GTA IV was a side-project.

yeah you can think like that if you want but they were all completely new games with no carry ons, much, from either game.
they're all separate games.
I hope they trump Red Dead.
I'm guessing they find the term "side-project" a bit confusing. In a way they are side projects, but the term is usually used for games that weren't intended or had similar characters and maps, while Vice City and so forth were quite diverse compared to GTA III, which was quite basic compared to them :P That's how I'm guessing the confusion came about :)
Yep, pretty much :) If you look at the map of Liberty City in the original GTA, you can see alot of similarities in the current one:

It's interesting seeing how it's evolved, especially now the islands are vertical, rather than horizontal (to make it easier to read I imagine).
Anyway, what has this got to do with GTA V? Are we still speculation V is Vice City? Kinda destroys the evolution theory, but expansions like Liberty City Stories are the future :P
