CGI-Proxy i would say.
And traindogs.info would be best for a proxysite eh? Lol. I'd do it for dogs based only.

id suggest phpproxie, its got proxie software. Although you probs want to hide the directory from search engines etc, so it doesnt get seen by the webblockers bots (dont use a robots.txt to stop em, they will specificaly look in the places there not supposed to, to check if theres regonised proxie files found)
