I have got to the part where you need to prod the sacks. But as you can see from the picture the sacks have gone and in their place is a ladder. So how am i going to click the sacks if they are not their. ;[

I have sent RuneScape a bug report for the quest and they sent me an automated responce. How long do you think it will take for them to sort the problem, because i really want to finish this quest. ;]

Searched the sacks in the house to the west and there is no sign of him there.

Hmm, that's weird, Don't know how long it will take them. What happens if you go down the ladder? Are there any sacks down there. If so, try them.
