It is against the rules, buying an account can get you banned, so you lose both your money and the account.

acounts are for sale... all u need to do is pay me runescape money. On habbo uk and us i have accounts, no furniture on the habbo, but saves u the time of makin an account, coke music account has furniture and is practically rich, my neopets account has alot of cool items, and like 1,200 nps. Here are prices:
habbo uk- only 1k runescape cash cause i don't live in uk.
habbo us- 5k runescape cash because i live in the u.s
coke music- 100k because its a really nice acount with a name suitable for male or female.
neopets account- 30k runescape cash because its a really nice acount it even has a grundo! and it has rare items!
