It's 4 when its full... and its charged in the heros guild and im not sure about legends but im 100% sure u can charge it in basement of heros guild.

When you've done the Heroes Quest you can recharge it in the basement/dungeon at the fountain. You get 4 charges and you can teleport to Al Kharid (inside the house of the prince), karamja (at the fishing spot), edgeville (just oustide the bank) and draynor village (also outside of the bank).
It gives:
Attack: Stab +10, Slash +10, Crush +10, Magic +10, Range +10
Defence: Stab +3, Slash +3, Crush +3, Magic +3, Range +3
Other Bonuses: Strength +6, Prayer +3

I think it does 10+ In attack.
It has 4 charges, you can recharge at the heros guild
