They aren't very rare, sorry I didn't answer a minute ago on rs, I just logged out when you asked it lol.
I don't know what monsters drop them, but I've had 6 of them, but sold them all but 1.

Yeah, its not a rare its quite oftenly dropped on high monsters, they are not really worth buying or selling =D
