How often do Hellhounds drop lvl 3 clues?
And what skills would you reccomend going there at?

They drop them randomly, but I think you get them about every 15-30 kills.
You can go there at any combat level really, you can mage or range them from behind some rocks (or use dwarven cannon), you can also use a hally if you don't have a high mage or range level and don't want to waste runes or arrows.
Oh and bring some antipoison as you have to pass poison spiders and it's a pain in the *bottom* to walk the whole way again.

How much are Guthix plates?

Go hallying/ranging Hellhounds.

Or kill guards or paladins for level 2 clues if hellhounds are too hard or if the level 3 clues are too hard.
