How do you make those shields? I also so people walking around with other stuff like cw flags, what level do you need?
(somehow you can also get a clockwork cat).

to get you need to speak to the herald in white knights castle adn ask for your family crest he will tell you yours (mine was varrock) I didnt want it so i paid for it to be changed mine was a skulled one so therefore I needed to be skulled when buying it, then I took my rune helm and use it on the shield easel in my mates house and I did the same with my rune kite.

You get the flags by making them on the lvl 3 heralder which u need 66 construction to make and i think u need 50 crafting to make the flag

Yes, If they have a workshop with the benches and you have materials, you can build stuff.
