Needs : Login with username and pass, rare vaules so they can just change the vaule and save it, a admin login so you can add users, logs.

Needs: Admin panel: Where a little admin shoutbox is, where a ROOT ADMIN (Me) can remove posts, a IP Ban system, news adding, customizing template, delete users, change users

Mod panel: Where a mod can IP ban (But the IP banning sends a message to the
ROOT ADMIN if he want it banned or not) news adding, change users

And main: user system, colored names (VIP, admin, ect) display news, shoutbox where ROOT ADMIN can delete shouts

Extra infomation: Ill pay you 63p if you do it as i only have that in PP
