It's a point system for shopping on the Wii. Basically, for every game you buy you get a certain amount of Wii points. When you get enough Wii points, you can get a free VC title . Also, Wii points can be purchased in stores for about 100 points per $1 USD.

Yeah, I'm guessing the WiFi dongle will work with the Wii, but Nintendo has yet to confirm that.

You can also buy wireless USB things in stores and they're not too expensive (about $25-40).

I don't really care about the shops that don't sell them. Its the shops that do sell them im worried about. They will sell out extremly fast so I'm thinking of pre-ordering. I think that eBay will be even more expensive than the shops.
