So that you cant change the content of your thread after the person you are targeting has read it

Normal users can't edit their threads after 15 minutes anyway so you should just wait until someone else has replied to the thread

It's because he's Cautions. When you're cautions it puts your rep power down to 0 so you can't affect anyone's reputation unfairly (I think).
