what would give a higher hit?

you know how 99 strength achievement cape puts ur strength to 100 and fire cape gives u +4 strength boost as equipment which of the 2 produces a higher hit? -dumbs it down- between 99 strength cape that makes ur strength 100 and the fire cape taht gives +4 equipment strength boost which will let me hit higher :8
