Needing Rare Value System

I Know Ryan posted a Rare Value system, but it didn't seam to work. So does any one have a working Value system.
Preferable Free, But if it comes to it I might be willing to buy one with Habbo (I don't Go First)

What the point on having rare values on your site? Most people just use habbox.

I need a rare value system... because I'm making a Fansite For The US Habbo... and there is kind of an open range for Rare Values..
