Well, considering this is an English website, and all English people are obnoxious, ignorant and paranoid to be honest, I'm sure if a lot of people started fluently speaking in one language in a topic and others couldn't understand, it would leave them out.
If you flipped that, then it's a little weird as a foreigner can't expect otherwise on an English forum. I think it's an okay rule I suppose, is it recent?
