The group would have to be open, not closed, otherwise it becomes like a staff group.

Unfortunately false people would be able to get in, but it should be clear from their advice (and other people's replies) as to whether they are correct or not. Like in the Pixel Artist public group, really it's for anybody who shows an interest in Pixel Art, not neccesarily that they're good at it. So this group would have to be for people who are interested in tech/coding stuff.

seems fair to me, if some people agree on a member who isn't helping or giving out false info can we report them so to speak?

Hah, no, you can't. I'm in the Pixel Artist group, never even glanced at the forums.
