Mainly because the other ones were and this is still a big time console that most people have

More than likely have to have pentium 4 at 2.4GHZ, 512mb DDR ram and 256mb graphics card at min, and recommended will be more in the region of 3.2GHZ, 1gb DDR Ram and 256mb -512mb graphics or better.

Lol, the PC version won't be released at the same time as XB360 and PS3, look at GTA3, vice city and San Andreas. Anyway, by then we'll all need 8-core processors, 2 gigs RAM, 1gig graphics and Vista.
