Upgrading can lead to more people! If the forum is better (by upgrades) improving the forum it could lead to more people.

Why have ago at me with my attempt to make a forum and not this little donkey of a kid?

For forums to improve you don't need to close forums, when i owned my official forum back in 2004 i did not even have to close it to attract people, apart from getting them new mods installed, alot of effort, and alot of dedication into attracting users.

stop being so jealous just because i said my site received millions of hits during its life of a website and with the music i had on there was used with permission from the makers of them habbo songs.

-> Was i even arguing? NO. I only gave a reply to your point saying "you dont need to close the forum to upgrade" well you do need to close the forum sometimes to upgrade! But not all the time.

There is no problem to put the site on a maintance when your upgrading the forum. It could make it more exciting for users to see what is coming

Habforum was closed for a while, Snex didnt know weather to open it or close it completely.

So we both decided we should open it, upgrade it and get members.
tbh we cant get members thats are downside

main sites are more popular than forums.

the domain is a bit of a pain. You cant have a site called Habforum.

maybe try putting content on the site like do a section where you can news report, write reviews etc, like a portal.
