They do, R14 stands for Release 14, which is what the DCRs are called and the professional name for a release, Sulake use the name too.

'Version 14/V14' is just a less formal way of saying 'Release V14'. Mostly Fansites and Habbo's use that term.

I saw a while ago though, one hotel, .nl I think had r13, but weren't on v13.
