you have do do a quest i can't remember which one though, its a non-members quest then you have to go to this place in al kahrid and its a minigame, i got 53 theving there in like a day.

Do Prince Ali Rescue and talk to Osman.
Then go into the little house south east of al kharid and talk to the npc there. It's all self explanitory (sp?).
