If you get an aircraft up off the ground and backdown safely i believe its called flying a plane, which means he can fly.

But it's not all about that I don't think. Isn't it how you do it? Smooth landings are better than crappy ones, so if you're always taking off badly, and landing badly, that's not really flying. (Not saying he can't take off or land)

Yes, he maybe can fly on flight simulator, because flight sim is much different to real life. But even sam flying a cessna in real life he probably could not do, no flaps, no can do.

Landing without flaps is not landing a aircraft safely..
