No but the govement expects parents who earn more then the EMA limit to go carefull with the money, (Not all do i know that, but this is whats expected) And i guess its down to the student who dont get EMA to actually phone up their local MP or who ever it may concern and discuss they dont have enough money to do anything and feel they need help, im sure there's other special loans, college fudns you can use which you dont need to pay back, one college in my town 'KEGS' have a fund which you dont payback, and your able to use some the money for trips, bus fares (providing you have proof you've got no income)
