I think some are because i don't see people voting for JBL, i see them voting for HBK though.

I think they count the stipulation ones, but rig the storyline ones.
Like HBK will face Orton to keep up with the storyline.

I don't think they are rigged, they'll have a storyline for each selection. They are guaranteed that Kennedy won't win so they don't really have to bother, but for Hardy they could give him a push to face Orton while HBK has a fued with Kennedy.

I voted for Hardy like 20 times already, I hope he wins just so it'll mess up the storylines.
