Go into the includes/config.php file and add:

um im not being funny but have you even tried http://64.85.161.182/~hhgsnet/includes/shoutcast/cache_templates.php <<
does NOT exist!
just make a folder called shoutcast in the includes dir for now, then make a file called cache_templates.php, then once you get access to the admin cp you can do it from theere
