If the Council isn't really doing what it's supposed to be set up to do then it should be scrapped really.

Oor, what I think is the real problem, is to let the council have limited power over management, and the ability to report to Sierk himself. I've noticed that everytime the council propose something, or more to the point, someone else who advises to the council to propose something, management always dismiss it due to it being either a security risk, or counterproductive.
