They became free a few minutes ago. Bungie had to contact MS about the problem, but they're free now.
Also, there is not a new vehicle, there may be an AA Wraith, but you cant really tell. The only difference being is that the UNSC vehicles are confimed to be snow/frosted (white), Covenant ones arnt confirmed.
