    Nope, You wouldn't get sued, fined, you'll just get contacted by your host who
    got contacted by vbulletin. I know someone who has had many nulled softwares up and got reported many times but hasn't been sued/fined.
    It's there responsibility if they want to upload a nulled version on their site.

    If you or your host fail to remove it or purchase a license then it will result in further action been taken, which may be a fine or something more. As far as vBulletin been free goes it's clearly stated in the header of the vBulletin files;
