The government adapted it to communicate with eachother yeah, they made the national security network thing which basically developed into something else... Mighta been something to do with the internet lol.

ARPANET was created so that in the war information could be transferred in a network so if one node (base, center etc) went down then all that information from that sector was able to still be accessed and read/write across the rest of the network. The fundamentals of the internet where born basically.
