You shoud get the surgery on it. It could be a cancerous mole or develop into a cancerous one so you can use that to persuade your mum. and for scars theres always makeup and creams ect.

Be strong and forceful - be adamant that you want it done because it's your face and you can't carry on living life with all the grief you're getting because of it. Let her know that, now you have the option of getting it removed, she is prolonging your ordeal by making the time that you have it on your face longer.
