By Nuclear Programme, they mean Nuclear Powerplants... like the ones we have all over Europe and America. They say they're buying Radioactive Materials and building Reactors so they can build Nuclear Powerplants - which is perfectly legal. We just all know they're lieing and using the equipment to produce Nuclear warheads.
