Who says there's always going to be 1 departing and 2 arriving?

If theres 2 departing, and then one arriving, then by the time you've got the first one out you have to wait for seperation, and by that time you may have another one holding behind you for departure and another 2 on the ILS? It all builds up.. by the way Sam are you going to be on tower?
