I think he meant "it's summer" in that the ground is still rock hard in most places (where it hasn't rained) so you wont need boots for another few months... but with the weather recently that's a bit redundant.
Get boots dude, they'll last you longer and if you need them for the start of the season, why wait? The game will always be around.
