Chirs if we're going by that, Lelouch from Code Geass is more badass since he made an entire army squad commit suicide in a second.

Lelouch has to command them, Legato doesn't have to do anything. He can just make people do whatever he wants, he doesn't even have to move. Plus Lelouch just happened to stumble apon a power that doesn't even belong to him, Legato always had his power. Also, Lelouch looks gay, Legato has the looks and personality of a badass.
