Well it seems it I no Akela! is a MOD. But surely the account should be banned as its inactive, same as Penelope78 and Dionysus? Seems strange

Dionysus hasn't left, he still works for Sulake. He got promoted, I think.

Dionysus and Penelope78 are staff and still there but do other stuff they don't always play habbo, Akela! is still a MOD as I know probs went on a holiday or something.

They only ban their accounts if they got the account registered to be Habbo Staff on. So if they have been playing Habbo for a while then they decide to apply to work for Habbo, then they stop or quit, they will just lose the badge, and their account won't be banned.
