I think you need to tell her again that you are not interested in her as anything more than a friend AND if she does not stop the things she is saying and the way she is acting then you are unable to carry on being her friend so she will lose your friendship. after you have said this hopefully it will sink in but if she carries on then it is best to not be her friend anymore, distance yourself from her and ignore her.

Constantly string her along. Tell her you like her, then ignore her for 2 weeks. Repeat until she eventually gives up.
