Such as the above post, some people have never been Moderators and will learn from this.
I remember when I was once a Moderator on an ex-official site. I had a lot of abuse. Guess what? From there; I've gained skills and can now professionally moderate with the skills I learnt from there
You don't understand the point.
Anyone can moderate, management make a thread and tell Moderators how to moderate, actions to take and the such.
vBulletin is quite easy. Most moderating features are already on the actual post; as well as the ModCP which is easy to use.
It could be argued some just want the publicity; I'd understand the point from there.

Leave moderating to the moderators – If you see someone breaking a rule, click the report post icon on that post with a brief description. Also, you may not discuss bans on the forum. If you wish to dispute a ban use the Support System. Also, you should never ignore a moderators warning, change their warnings, or open a thread they have closed.
A13 has been broken so many times in this thread by people trying to prove what good mods they'd be though, it's hardly worth infracting every applicant just because they have no idea about how to really get looked at
