yeah, you would need to wait up to 48 hours after you have the criteria for the pass until it becomes active.

Yeah this same thing happened to my storage account. Like a couple people have said, you have to wait 24-48 hours for it to become active after completing all the requirements. I got impatient waiting for it to validate, so I just dropped whatever I wanted to trade onto my main.
