It's where you stay in a hot zone in a PvP World to get potential.
The longer you stay there, the more potential you get.

You then get a friend to bring 26k with them and they let you kill them in a hot zone.

And as far as I know, it's not against the rules. You can get a lot of good items from it if you can be bothered to get the potential.
