It's an American phrase coined by white Americans. It's something that was made for white Americans to call other white Americans who were anti-social. The British alternative would be chavs.

the american alternative to chav would be "wigger" which is a white person that acts and dresses like theyre black.
white trash is used in america to describe whites, mostly in the south, that live in trailer parks and just act like hicks.
