The 33-year-old, who plays for San Jose Earthquakes in the United States Major League, has had surgery on the joint.
The former Coventry and Manchester City player made 203 appearances for Norwich before moving to the US last year.
He told the Eastern Daily Press: "I've got to give it a chance to see how it is but I'm 99% sure that I am done. I have done everything I have wanted to."
