The timings being wrong is correct I believe.
Bolt660 just got 2 hour banned (For no reason at all may i add)
And in the Ban reason, there was two different times- like yours, they were out by an hour.
Maybe this is due to the system not automatically changing when the clocks went back a couple of weeks ago over here.

Yes, apparently I "flooded a room" when all I was doing was advertisng my rare in trade city (Making sure that no more than 3 lines appeared on the screen at once too!

Perhaps it was a mistake? I remember one day I logged on, found I was banned, went back the next day and I was unbanned. So yeah.
