Well, i only said that because, I wasn't able to install it via Windows (i tried 3 machines), got Error 13 on everyone of them. Then installed snow leopard on VMware and it worked first time.
Think about it, this is the developers preview, and the developers SDK is only on OSX. So it's likely the 4.0 firmware will only install from a Mac..

As of today, April 9, only Mac users can install this onto their iPhone. Windows users will have to wait until Apple fixes the issue.
