I dont think any quests give just str xp

Could try playing Soul Wars and using the zeal points on strength. Some level 3 skillers use this method to level Slayer.

As for quests that give Strength exp. you can check this site to see which quests give only Strength exp.
Penguin points also really help, along with tears of guthix.

I've heard you can bring an axe and hammer to Pest Control and cut down the trees to fix the gates and barricades. You get like 5 points for each repair, but I have no idea if this is true.
